What is a standard thickness tolerance on yellow zinc dichromate plating for fasteners (tread)
 
Zinc plating plus yellow chromate is commonly specified as 9 micrometers minimum thickness. It can be as low as 5 micrometers if the corrosion requirement is low or as high as 25 micrometers when greater corrosion resistance is required.
 
If 9mm is the standard min. what is the standard max.?

I don't want to spec something out of the norm

No, there is not a standard maximum. One GM standard limits the maximum to be twice the minimum thickness.
