PJP Partial Joint Penetration Weld Strength in Tension, AISC vs CISC

Hi All, I have been doing weld design mostly with S-16, been working on an AISC job recently and notice that the strength for partial joint penetration Groove welds are different between the 2 codes:

Using Fu = 440 MPa and Fexx = 490MPa for example.

CISC, Table 3-21:
Tr = Φw * Fu = 0.67*.44 = 0.2948 kN/mm per 1 mm weld throat

AISC, Table J2.5:
Base metal: Tr = 0.75 * Fu = 0.33 kN/mm per 1 mm weld throat

Weld: Tr = 0.8*0.6*0.49 = 0.2352 kN/mm per 1 mm weld throat

Anyone have any idea on why the difference and if I have interpreted anything incorrectly? Thanks in advance!
