Pipeline Installation DNV Requirement

I have a project assignment for my pipeline study. I would like to ask about requirement given by DNV-OS-F101 regarding Load buckling - Combined Loading Criteria (LCC) at sagbend during installation, you can find it in section 5 D600 of DNV. I wonder what the external pressure (Pe) there in equation 5.19 is, how can we determine that Pe whether from water pressure (calculate manually) or allowable external pressure given by the manufacture ?
