Wow... just wow. I hope they're able to determine the root cause so they can avoid this type of accident in the future. At least it happened at night, otherwise there would be many more fatalities!
 
try this for a bit more info..
Looks like a 24 year old 4" supply of propene [sic] broke and leaked into the sewer system where it created an explosive atmosphere, found an ignition source and went bang. This report says, not surprisingly, that the 4" pipe had never been inspected.

Just goes to show what happens when you mix hazardous chemicals with urban environments.

Note 26, read it, but couldnt confirm since the reference is in Taiwanees.
 
It wasn't the first LPG line to leak and create a fire ball - nor will it be the last.
