Pile reinforcement not reaching the full depth

So here is the thing, our reinforcement didn't go all the way to the toe depth of our piles. Why? I would say because ground performance can vary so much,aaagh! Anyway, we had based our design on a geotech investigation that highlighted that we could reach hard bedrock at depths of around 7-9m. We actually hit bedrock at 14m. Now the contractor came with pre-fabricted reinforcement cage of 11m, 2m+ allowance from our design. Long story short the reinforcement didn't reach all the way down and we had to check our design having ignored the "un-reinforced" concrete and also check it as a floating pile. I dont know if anyone has come across that situation but I would love to know your experiences there.

Splice the cage if reinforcing is required for bending, otherwise, it shall be fine.
