Piers and Floating Docks

Folks,

I'm a Civil guy tasked with designing a floating dock and pier system. My question is regarding the connection of utilities (water / power) to the floating dock portion of the project. Is there a product, or typical way that the connection between the fixed pier and the floating dock gets handled. I would like to hang the utility lines off of the gangway going down to the floating dock, but need to account for the change in tidal levels. I have seen this several times at docks but do not know exactly what to use for this. Any help would be greatly appreciated. Thanks in advance.
 
I am not an expert, but I work around docks and piers. I have seen a long joint of flex conduit at the ramp slide joint. For AC service anyway. Don't know if it's to code or not.

I would think the electrical codes would have this outlined in them for your location.
