pictures in solidworks

i have a sketch (.tiff .jpeg) that i need imported into solidworks so that i can use it as a rough outline of the product i am designing. Solidworks only lets me use it as a background making it difficult to use. i have to be able to manipulate it so that when i zoom in so does the picture. otherwise its nearly impossoble to line it up properly. any ideas?
 
To elaborate on Scott's post:

One method I used when importing drawings into solidworks was to create a boundry box centered onto the origin of the plane you are importing to.

The box size should be the extreme measurements of the object. I then size and move the drawing until I have it scaled and centered in that box.
