maybe you've seen this already, because there are no many interesting results if you search the web for "Phosphor Black"... I found that this finish is used for drilling tools:
What kind of valves are required with that finish? What size?

just an idea: is it possible that "Phosphor Black" has something to do with phosphating treatment and phosphate coated surfaces?
