PF and VAR are different ways of measuring the same thing.
But, controlling absolute VAR production of a generator may not be wise. A large load change with a fixed VAR production may result in the generator operating outside it's capability curve.
PF control is controlling the rate of VAR production in the proper ratio to the load (kW). That is, the VAR production changes as the load changes to keep the ratio between VARs and kW constant.
This may be a case of someone trying to appear knowledgeable by misusing a vocabulary that they don't completely understand.

In VAR mode the VARs remain at the setpoint irrespective of the kW produced. In pF mode the Vars are adjusted to maintain pf setpoint for changing kW.

Often you find that VAR control is used in embedded generation on an industrial plant for site wide pF control.
