what is best site for petroleum tank farm design and operation ?

Where can i get free downloads of API stds like API 650 etc.. ?

The typical answer is "not in my back yard". There are tank farms on mountains, in wetlands, on river banks, and at the sea shore. Every location for a tank farm has environmental and community issues. You just have to deal with them.

API standards are protected by copyright and any "free" site would be in violation of the law. The standard will cost less than a single valve in your tank farm. Just purchase the dang things.

There are no tank farm design websites that I know about.

If it ain't broke, don't fix it. If it's not safe ... make it that way.

I recommend you employ a reputable design firm that has designed and built tankfarm facilities...they'll know all the ins and outs of the necessary local / state / environmental permitting, geotechnical investigation, cathodic protection, ASCE, ASME B31.3 piping codes and such, API, NFPA, EPA SPCC (containment), NEC electrical area classification and OSHA regulations to metion a few. For API, be sure and review API 2610 (design construciton and operation of terminals and tank facilities) as well as the good old API 650. NFPA 30 will give guidance on tank spacing, drainage, containment, intermediate diking and such.

As posted above the devil is in the details. If recall correctly there is some good information in one of the piping books by Rip Weaver. It doesn't give you a complete solution, but does get you to ask the right questions.

In my opinion getting the aforementioned design firm would would be the only way to go.
