actually we will change valve on 14" pipe line.
space between header vessel and valve only 190 mm so i think we can not using hot tapping.
pipe freezing for 14" pipe i think is very expensive.
i see hot tap pipe plug is suitable for this application coz working pressure only 6 barg with fluid service is sea water.
could you please advise me the more suitable application for this?

You're not going to hot tap between the valve and the vessel. Shut down the vessel.

Expensive is always a relative term. Hot tapping and freezing have a cost, as does lost production. The important thing is if the tap work, or freezing costs less than lost production do that, otherwise it is cheaper to shut down and unbolt/rebolt.
