I'm planning on designing a building with a PEMB frame but with CMU walls. What deflection should I require at the top of the CMU walls? l/360? l/600?

Depends on the use of the building - anything from L/180 (Agricultural usage) to L/360 (Office).

National Concrete Masonry Association (NCMA), Metal Building Manufacturers Association (MBMA) and the International Code Council (ICC) have published a 107 page manual titled "Concrete Masonry Walls for Metal Building Systems", Copyright 2011, ISBN 1-881384-24-1, NCMA Publication Number TR 149A.
This manual recommends "a lateral drift limit of H/100 for a ten year recurrence wind loading based on main wind force resisting system loads is suggested for low rise buildings with exterior masonry walls reinforced vertically". This is the deflection limit of the steel frame and the masonry panel moves with the frame.
