I am searching for verbiage that will specify a performance test that receiving inspectors can perform in a non-conspicuous area to check for paint adhesion. Perhaps an "X" cut into the substrate followed by a standard cellophane tape applied and peeled back. May I hear from you if you have specified this on a drawing?

The method you described is officially documented in the standard ASTM D 3359, Test Method A. If you want to specify no peeling or removal, then the rating must be 5A. The scale is 0-5 with 5 being the best.
