pdm patch necessity during SW sp update?

Our company has maybe 4 Solidworks users and perhaps 20-30 pdmworks users. I would like our IT to upgrade the SP's a little more often and have made the request. Here is the response I got:
From my understanding if we do a SP upgrade for Solidworks, it will effect the pdmworks db for which it will need to be patched and ALL pdmworks clients will be to be updated as well.

Is this still true? and Has someone submitted an ER?

Generally, SW SPs do not have any effect regarding the PDMWorks clients. The only time a PDMWorks client upgrade is mandated, is because of a major SW version upgrade. You could also check with your VAR before applying a SW SP.

 
I think if you patch the PDMworks server software, it automatically prompt the clients to update as they first fun PDMworks.
