Any "volunteer" who has got hold of source-code material for PCAD2006, "continuing" where PCAD "finished"? In a direction slightly different from Altium Designer?

PCAD isn't open source, and Altium bought it and retired it shortly thereafter in favor of its flagship product... so no, I doubt you'll find anyone working on the code.
