Pavement Design

I'm a civil engineer that focuses mainly on site development. I am interested in learning about roadway pavement design as it relates widening existing roads,etc. General questions like "when do you mill, when do you overlay, how do you widen roads and use as much as you can from the exiting road?" are some questions.

Is there a good reference that talks about this? Training courses,etc. My office is in Florida.
