Parts List not updating V19

I have a couple of assemblies where the parts list wont stay up to date.

I save the model, and in the drawing the parts list goes out of date. Trying update parts list, or update all doesn't fix it and drawing view tracker doesn't say anything - perhaps understandably.

If I recreate the parts list it's up to date - until I save the model again.

Any ideas, a quick search didn't turn it up though I though maybe I remembered a similar question previously?

Are the views activated?
I always open my draft files Inactive to save time when I only need to do 'cosmetic' changes.

I don't think V19 has the option to not activate, I believe that comes in at V20.
