Partial Vacuum Load on the Roof

The tank is an API 620 tank with 3psi IP and 2" WC for EP. Is there a reference to calculate the roof partial vacuum load that is applied to the shell in lb/ft for a foundation design. This is the first time to do this type of calculation. Any help is appreciated.
