I have attended several classes and have purchased virtually every manual on the market with regards to v5. However, there has never been anything that references the stiffener tool.
If anyone can give me information as to what type of sketch (open/closed or wireframe) is needed to generate this feature I would much appreciate it.
 
In the Catia documentation they cover stiffener.

All that is required to create a stiffener is a sketch
with open curves that define the basic "centerline" of
your stiffener. Now when you open the stiffener
dialog box you will select the sketch that has the
lines in it and define a web thickness. If you
are doing stiffener's in a pocket you would want to
toggle the From Top button. Now you will have webs
inside of your pocket.

One thing to remember is that the lines cannot be intersecting your sketch. They also do not have to
intersect the walls of your part, the stiffener function
will automatically extend and trim the webs.

You can do the same thing to create a gussett using the
stiffener function. Now you will create a sketch with a line that would define the "hypotenuse" side of your
gussett. You now want to use the From Side button and
define the thickness of your gussett.
