Painting and insulation of tanks

We have constructed new API 650 tanks which shall be painted then insulated
The tanks currently don't have ladder or service platform only pads welded on shell and roof
Painting and insulation contractors said that its not advisable to perform any welding works after painting and insulation (rockwell)
My question is
What type of clips could be welded now on pads now( beams or plates) to avoid any works on insulation
Can we perform the mechanical works later after painting and insulation with solution by touch up painting or insulation repair
 
Well whatever you need to mount the stairs and platforms beyond the insulation layer?

This is detail for your particular tank.

It's harder to do mechanical work after the insulation is installed, but if you allow more time to do it slower then of course you can add (bolt/weld the ladders etc onto your extended clips and brackets.
 
Have you not taken this into account during your engineering work?
