P&IDs in process development

Hi,

Our company activities are mostly R&D, so the process at pilot-scale is not always fully defined. We end up going through a lengthy drawing review process, as there are always design changes midway.

I would like to know how the issue and review process is applied for pilot-scale plants in other eng firms or companies.
Would the same requirements for "Issued for construction" drawings apply with pilot plants and with full-scale production plants?
Can holds be allowed with pilot plants?

I am familiar with the ISA-5.1 standard. Any specific references are also welcome.

We have extensive experience with the design (i.e. engineering) & built of pilot plants. PID's are issued RFC before we start construction. However, during construction, changes can be made to the PID. We do occasionally have HOLDs on small parts of those PID, although I think thats not a very common thing. Changes made by engineering during construction phase are managed using ECN (Engineering Change Notices). Hope this helps.

Normally, in construction preriod, P&ID can not be changed because if P&ID changed, it could possiblly cause the piping and equipment layout changed, so the construction blue drawing is not accurate, makeing more changes during construction and installation.

As with military procurements, you could classify your ECNs as either Class 1 or Class 2, or somesuch, where your Class 2 PID changes do not involve facility changes. If your changes are tantamount to partial redesigns, then I'd question whether the design process is correctly phased. How can you commit the correct amount of funding and time, if you can't be sure that your design can actually be implemented. Do you not have the equivalents of CDR and PRR/TRR?

Thank you all for your input. In our case, the pilot scale construction starts while the lab-scale testing is still on-going or a retrofit derived from lab-scale might be done on an existing pilot, so there might be design input changes along the way. In conclusion, it's seems best to just focus on and freeze the main parts of the design, and manage the changes after the drawings are RFC.
