Can somebody recommend software for creating P&ID drawings - preferrably freeware/ shareware,

There use to be a program called "P&ID PRO"
I am not sure if it is still available
 
Any CAD software (or software package that has drawing capability for that matter; read Microsoft EXCEL, WORD) can be used to produce P&IDs. I've used EXCEL for small systems a number of times. You can develop your own symbols, save them and reuse them.
 
I have used Cadworx P&ID for many years and it will do more than you ever need.

It has the capability of being extremely intellegent or can be just a fancy blocks library.
