Overstrength factor for pile anchorage

I am designing a piled foundation (bored cast in situ pile, pile head is fixed)for a piperack in high seismic zone. The SDC is E.
As per ASCE7-10,Cl. 12.13.6.5 (1),in the case of uplift, the anchorage shall be capable of developing nominal tensile strength of pile longitudinal reinforcement. I have calculated development length of pile reinforcement into pile cap using ACI 318 Ch 12 provisions.
Do I have to still check the anchorage for seismic tension force x overstrength factor?
