Orifice Restriction Plates data sheets specifies that they should have a tab (handler) with some information (Tag Nr, Bore, Line ID, upstream). That's what the design specified for the project. Now the same design team is saying that the Tab is to be removed after installation. I never heard about this, and this doesn´t make any sense to me. Does it make any sense to any of you.

The individual(s) who made this statement is wrong in a big way!
The "Tab" is there for more than just technical data. It functions as a handle to place or remove the Orifice Plate from between the flanges.
Depending on the commodity in the line the Orifice Plate (Measuring or Restriction) could become stuck and without the Tab maintenance workers would find insertion or removal to be impossible. On some very large Plates the tab will have a hole which allows for the attachment of a chain for lifting.

Is the pipe that the RO goes in insulated? Such that, the tab might be buried within the insulation anyway?

To a ChE, the glass is always full - 1/2 air and 1/2 water.
 
Not seen that done either. If insulation is an issue, just bend the tab over.
