Orifice plate on large culverts

I have an existing 84" culvert that I need to install an orifice plate on to control flows. Has anyone ever constructed anything like this before? Would an orifice plate of this size tend to warp under water pressures over time?
 
Detaining the water upstream with weir is another option.
 
thanks. The 2 large culverts are feeding a 16ac pond however. 1/2" steel orifice plate or concrete wall type structure with slot cut will probably do it.
 
you can go with thinner plate, just weld stiffeners to the back side. 1/2 inch plate would weigh nearly 1/2 ton, might be a constructability issue
