Orifice in purge line

Dear friends,
I have been asked to size Restricted orifce in a purge line which is used during startup. The basis are two times the volume of the pipeline(downstream of ESDV) and two times the normal velocity in the pipeline. when i tried to size using this info with the help of spreadsheet or depressurisation simulation software, I end up in a short of a parameter, either time or flow rate. Is there any minimum or maximum time required to purge hydrocarbon line just like 15 minutes in a case of blow down orifice calculation. can anybody help me ?
