Opinions on Appropriate B31.3 SIF for Split Tee?

Hi guys. Looking for opinions/thoughts/rude comments on an appropriate SIF for a split tee (full encirclement tee) for 31.3 systems. No info in 31.3 on this. There is an interpretation but all it says is: No.

Just looking to see what you guys have done or seen. Looking for a reasonable design number to use so I don't have to run FEA every time.

Both B31J-2017 and Nayyar's excellent Piping Handbook dont list the SIF for a split tee, so I have no idea where to look in literature.
 
The high stress point (for the branch) will be the weld to the tee shell. This maybe the same as a code reinforced or non reinforced tee.

If the split tee is fully welded the ordinal pipe where the hole is will be away from high stress. You could put a filet weld SIF at the tee to pipe weld and model the split tee as a larger diameter section of pipe with a reinforced or non reinforced tee.
