Openings in Double-T flange?

I would like to know if it's possible to make plumbing openings in the flange of existing Double T's. The openings will not exceed 12" in diameter and can be located anywhere in the flange.

I realize that I need to engage a precast engineer but we're in the early stages of the analysis and I just need a general idea whether or not it can be done.

Any thoughts would be greatly appreciated.
 
Yes it can. I worked for a precast engineering firm for a while. It can definitely be done, but hire the specialty engineer to make sure there are no complicating factors.
 
We usually try to locate them near the ends where the flange compression is smaller.
