Is there anyone here whom have completed the PMI course - Certificate in Applied Project Management offered through Boston University?

Secondly, if you are charged with a project to develop a methodology to launch and open field offices for a worldwide distributor, what would be the approach, project requirements, potential risks, constrainst.
