Can I open a Version 19 file with a Version 18 program without converting to an intermediary format such as a .step or .igis etc. ?

Short answer: no.

To my knowledge, it's the same problem with all history based, parametric 3d CAD softwares.

The best format to convert would be an older version of Parasolid (.x_t).
