Only One side of equal tolerance used as significant characteristic

Is it possible (and correct) to note that only one side of a bilateral tolerance is designated as a "significant characteristic"?

The application involves the torque required to rotate a component. If certain features get too big, we see more friction which leads to more torque (same if mating feature hole gets too small). As a result, only the upper tolerance would be considered "significant" for the application. What would be the best way to describe this on the drawing? My thought is to use the "SC" designator as well as a note callout (with the requirement in the note). The concern is that, since not everyone reads the note, it will not be noticed or used during qualification. Is there another way to identify this on a drawing?

Any help would be appreciated.

instead to invent new system why do not revise current tolerance according function. By the way there is proved engineering practice depict tolerance into metal side for hole from zero to plus, for shaft from zero to minus but certainly depends from application.
