1. sourse of wastewater: airport fuel tank cleaning wastewater
2. flow rate: 3m3/h
3. oil content in wastewater: about 500~1000ppm
4. COD in wastewater: about 1000
5. the requirement standard:
after treatment: COD<100; oil content<5ppm
Would you please help me find an optimal method?

Do you have free oil or emulsion? Not sure about the optimal method, but try these options :

a) oil-water separator : some companies (Landa for example)are specialized in cleaning wastewater.

b)evaporation : no chemicals, minimum of sludge, low maintenance...no discharge!

 
Yes, a system may contain:
- API or CPI oil-water separator for primary treatment
- Air flotation unit for intermediate treatment
- Biological oxidation for secondary treatment to reduce BOD
- Activated carbon adsoprtion for tertiary treatment to
reduce COD
- Perhaps also, final holding basin with aerators.

Optimal method is likely a combination of these processes, depending upon performance of each unit operation (bench scale or pilot testing may be required) and site economics.
