Oil treater (electrostatic) - impact of gas

I work on a facility where part of the separation train is a degassing separator, which physically sits above a liquid full electrostatic oil treater (separating water from the oil).

The vessel (treater) obviously runs liquid full.

My question is what is the impact of gas getting into the electrostatic treater?
