oil furnace: how to improve required air

Hi,
We heat a building with hot water pipe system and with Heating and Venting Air Ducts. Heat for both distribution systems, comes from 2 boilers 37 BHP each, each equipped with 2 stages burners, using oil #2. The peek fuel in cold winter condition is 24 USga/hr.

The required air for fuel, comes in "passive" mode from a trap, through the outside wall of the mechanical room.
We think the trap is unsufficient in "passive" way.
Free space allows to add a duct of 1 ft2 section, to force required air near the opening of the burners.

Q1- Where can we find technical information to calculate additional fans and ducts?
Q2- Can exhaust air from HV system (since it's already preheated) be use for the burners?
