Currently we have an existing sewer lift station that initially has very low flows. Due to the low flows, the pumps do not activate frequently. This results in an odor problem. Does anyone have any experience in retrofitting an odor control device on an existing sewer lift station? Any product suggestions?

These folks do exactly that, or they used to when I worked there. You may need a custom Design-Build system, or maybe one of their standard products will fit. They design, fabricate, install, start up and warrantee.

It may be less expensive to minimize the water depth in the lift station than to install odor control.

Have you thought about using chemical treatment such as peroxide?
