Occupancy Classification

We have a situation where an owner wants to install a large employee training room (1000 square Feet) located within a giant wherehouse (S-1). What would the training facility be classified B or and A-3?
An A-3 would require a 1 hour seperation if with a sprinklered building. A B would not require any fire rated separation.
