Observation Tower is it Building or non building

I have an observation tower for a one soldier to occupy, is it building or non building, For seismic Design ?

You have given us precious little to go on here, but I'm guessing it would fall under "non-building structures similar to buildings".

If it is a watch tower on steel legs, I would treated as a non building structure.
