NX VS 1926 - Drafting Decimals Issue

Greetings:

I am currently drafting a part from a previous file and when I rapid dimension, I have the settings set for (3) decimal places. Some of the DIMs show up as 3, some 2 and some 1. I have set my preferences accordingly. When I double click a single decimal dimension, it shows it set at 3 decimals, but does change how it is shown ((1) decimal place. Can anyone give some guidance for this issue?

Is the part in metric or english units?
Metric dimensions do not show trailing zeros and should have Show Trailing Zeros off.
