Planar mill uses boundaries to contain the tool path. It is not "Smart"
This look like a good application of Cavity Mill, which uses the solid bodies to determine the cut volume.
You could still use Cavity Mill to clean up the uncut area by using 3-D In Process Workpiece.

I tried different things, including the rest mill for a corner, and keep getting the error message "the part cannot be cut at any levels".
Also, what does tool overhang mean?
