Hi.
Are the materials of thickness greater than 12.7 mm, subject to impact tests at temperatures below 0°C? If yes, according to which Standard?

You ask an impossible question.
The code or standard you are working to tells you the requirements for impact testing.
Materials, thicknesses, MDMT etc will determine whether impact testing is required by that specific code or standard or not,
