Nuisance Tripping due to Zero Lead Length?

Is it true that for conventional pole top transformers if the lead is attached in the zero lead length configuration it can cause nuisance tripping?
If right, any suggestions on how to reduce that issue? Different fuse link, etc?

If you have minimum lead length, you have the best overvoltage protection because the surge arrester is clamping the voltage directly across the transformer.

Is the fuse on the load side of the surge arrester or on the source side?

Nusisance fuse blowing is generally attributed to a fuse rating that is too small. A 12K or 15 T link is recommended to avoid nuisance blowing from lightning.
