NTU VS FTU VS TSS VS CLEAR AS MUD swppp

i called the local WQCB official with the question : "can i use a FTU meter instead of a NTU portable "turbidity" meter? He KINDA said yes, but now i am not sure because he also said the "new" protocol actually has a TSS requirement not a "ntu". So, when i google something for a half hour and dont find the obvious answer, i get upset. I assume that when i buy this FTU meter from ebay, it will qualify for my testing for SWPPP requirements for a NAL of 250 max NTU. so, my question is, because I find no answer, is DOES FTU = NTU???? WELL DOES IT???
 
or how about just a simple turbidity wedge??
 
Your stormwater permit lists the turbidity testing requirements. It will say if you need turbidity or TSS tests.

The EPA has approved test methods. The manufacturer of the particular instrument should be able to tell you if the instrument uses an approved testing method.
