NPTF inspection - No Class Callout

We have a drawing with 1/4-18 NPTF Female thread called out, however, the Class is not called out. Can we inspect without having the L1, L3 and the 6 Step processes? Can we assume this is Class 1 which doesn't require the 6 STep inspection? Since there is no Class callout, what is the proper inspection technique? Just the L1 and L3 thread gages?
