I don't know that any such regulation exist especialy for wood and oil heating, rather than anual chimney cleaning.
Although burning wood is accepted as ecologicaly, fact is that burning wood in a stove or fireplace produce large amount of PM, especialy when wood is not perfectly dry and chimneys are not regulary cleaned.
Even with celan chimney and new wood stove we actualy burn hydrocabons and Pm and NOx form like in any other open fire.
Car makers fall under hideous strict regulations regarding NOx and PM so we now have almost 0 PM and NOx engines and that all cost a lot, but no aftertreatment systems are forced for wood or oil stoves.
