Hi I’m relatively new to Norsok requirements on oil & gas equipment. My understanding is that material to be used shall come from a Norsok Qualified mill according to M-650. This mill would need to have a QTR certificate for each type of material.
I’m being told that if I get the steel from a Norsok approved mill (with QTR certificate) and machine this material at another manufacturing facility that I also need a Norsok M650 qualification for that facility. Can you anyone advise is this is correct?

Review definition 3.1.8. If the machining operation does not affect the "material properties of the finished product," then the machining contractor would not be classed as a manufacturer, and thus should not require incorporation in the qualification exercise.
