Nitrogen inerting of Vessels

Is there a website or article/page which shows how to determine the amount of purges a vessel must be purged to lower its oxygen concentration varying the nitrogen purity?

I haven't seen this but it wouldn't be very difficult to set up a spreadsheet to account for different N2 purities and different pressures you take the vessel/system up to before depressuring it for the next cycle.

I prefer to pressure at one end and then depressure at the other end so I tend to sweep 'through' the vessel or system. For the calculations though, I assume I have good mixing during the pressurization step rather than taking credit for having 'plug' flow (if I was purging a pipeline, I might think about that). The number of steps will give you a good idea for planning purposes and you can always stop it when your equipment shows you have reached the target levels.

 
Check out "Properly purge and inert storage vessels", George R. Kinsley, Chemical Engineering Progress, Feb 2001. . This article has equations for various purging regimes. All assume pure Nitrogen, but it should be relatively straightforward to alter these equations to take into account the actual concentrations used.
