NiCad battery memory

Is there any way to fix a NiCad battery that is showing signs of decreased capacity due to NiCad battery memory

I've heard that pulse charging works well in recovering capacity from NiCd's, but nothing works 100%. A simple google search give a few companies that make pulse chargers.
