NFPA code(s) for tank farms? 1

We have (4)x 3 million USG tank farm being built outside of town to help service the mining industry. I see numerous applicable codes. What is most relevant?

I believe NFPA-30 addresses storage of flammable and combustable liquids.

It contains a methodology to esatblish liquid categories and guidelines for distances between tanks, bunds and occupied buildings.

Not sure what you do for a living if you are an ahj and have not delt with this issue before suggest you require a technical report on what you are getting and the best way to protect with the specifications you provide.
 
Also look:
-NFPA 30A if there is a fuel supply for mobile equipment,
-local regulations related to water and soil pollution prevention due to the handling and storage of fuels in case of spillage.
 
Also check out NFPA-11 for fire fighting foam systems and NFPA-77 for tank filling recommendations.

What liquids and in what quantiteis will be stored ?

This will determine the applicability of NFPA codes..
