NFPA 69 Chapter 13: Deflagration control by pressure containment

Hi everyone,

in chapter 13 of NFPA 69, at 13.1.3 stated that 'this chapter shall be limited to systems in which the oxidant is air.'

based on this statement, does this consider the backflow of air from external into the systems as well? for example, flare drum which the vented gas to the flare does not contain air, but flare drum has tendency on backflow of air from external i.e flare tip.

does flare drum fall under this chapter/category?
