Section 6.3.1.4.1 requires that "special reinforcing" be considered, or the max stress is reduced significantly (6.3.1.4.2). This term, however, is not defined anywhere within this code. I did a cursory search on the internet (and on eng-tips) and came up empty. Was wondering if anyone can provide guidance on where to find this definition or purpose of this requirement. Thanks!
